Several bald youths were seen at a police station filing complaints against unidentified girls who were the cause of their baldness. In their complaints to police the victims said they were celebrating the Kuwait National and Liberation days on the Arabian Gulf Street when unknown female teenagers - part of the crowd celebrating the occasion - sprayed a kind of substance on them. The youths said initially they enjoyed the company of the girls and some youths even voluntarily joined the gang and felt happy when the girls put spray on them. However, some time later when they started losing hair, moustache and beards, they discovered the girls had sprayed on them the hair removal spray. The daily did not give more details

Kuwait celebrates 16th anniversary of liberation; Soldiers who died in war remembered

KUWAIT CITY: Citizens painted the city red celebrating Liberation Day Monday, waving flags and playing patriotic songs on their music systems. The Arabian Gulf Road wore a festive look with face-painted children spraying foam on passing cars, and roads festooned with flags of Kuwait. The roads were fenced off with barricades to prevent children from running in and creating opportunities for mishaps. At the flag stand in the city, people spoke spiritedly to the Arab Times about Liberation Day, and hailed the victory of “good over evil.” This is a day we can never forget in our lives, “we came back with the help of God and the international community to reclaim our nation stolen from us by a brutal dictator,” they said.

School children who had come to participate in the celebration said they love their country, and sang songs in Arabic verbalizing musically how passionate they are about their motherland. An elderly man said that 16 years ago “God gave a mild warning not to let affluence and success go into our heads. We were driven out of our legitimate land in a sudden turn of events, and equally miraculously God restored the country back in our hands. Alhamdulillah.” He said the leadership “especially the late Amir HH Sheikh Jaber Al-Ahmed Al- Sabah did very well to win the support of the international community in favor of Kuwait, which led to the liberation of the country.”

A group of youth when asked what liberation means to them said freedom is security, “to feel we are cared for and loved. Lack of fear, they added, is true freedom. As a nation we became free in 1991, but true liberation came with the fall of the Saddam regime in Iraq.” Many people, including expatriates, visited the Liberation Tower that was open to the public Monday. “The tower is a true symbol of freedom and stands majestically proclaiming to the world the sovereignty of Kuwait.” People after visiting the tower said the view from the top is breathtaking. “It gives you a sense of elation and lightness so characteristic of freedom. It is the closest you can get to the sensory perception of freedom.”

Cars decorated with the colors of the Kuwaiti flag and patriotic messages written on them became special attractions at the flag stand. One car owner said he had worked for nearly a week to get his car decorated and “spent quite a sum too.”

Ranario, Vecina cases key; Manila team to pursue rights Feb 27, 2007 8:04 am

KUWAIT CITY: “We have been instructed by the Department of Foreign Affairs to exhaust all the legal remedies available under Kuwait judicial’s system to ensure that all our nationals who have pending cases including Marilou Ranario and May Vecina to have a day in court,” disclosed Department of Foreign Affairs Undersecretary of Migrant Workers’ Affairs Esteban Conejos Jr who arrived in Kuwait on Monday for a four-day visit to look into the situation of the Overseas Filipino Workers in the country especially those who have pending cases in court.

The visiting Foreign Undersecretary expressed his full trust and confidence in Kuwait’s judiciary. Conejos flew in from Nigeria after helping in the negotiation for the release of 24 seamen who were abducted by militants in Nigeria on Jan 24, 2007. He was welcomed at the airport by Philippine Ambassador Ricardo Endaya, Vice Consul Rea Oreta, Administrative Officer Tomara Muamar Ayo and Assistance to Nationals Head Mustapha Bayanan. He was also met by Atty Ahmad Qurban, the head of the defence team handling the cases of Ranario and Vecina.

Marilou Ranario, the Filipina domestic worker who allegedly killed her female employer on Jan 11, 2005 is facing death sentence after the Court of Appeals upheld the decision of the Court of Lower instance despite the four tanazul (letter of forgiveness) earlier submitted to the court by the victim’s mother, sister and two brothers respectively. Ranario’s case will soon be elevated to the Court of Cassation. On the other hand, May Vecina is charged with murder and two counts of frustrated murder for allegedly slitting the throat of her employer’s six-year-old son and stabbing the two other siblings. Vecina earlier told the Philippine Ambassador that grave insults hurled against her by her employers led her to do it.The defence team is still waiting for the hearing schedule of Vecina’s case in the court.

Qurban briefed Conejos on the case status of the two OFWs and the plan of the defence team that would help in the commutation of Ranario’s death sentence. Qurban disclosed to the Arab Times that they would do all their best to save Ranario’s life. “It is our prime duty to promote the rights and welfare of our nationals and extend to them our full assistance,” stressed Ambassador Endaya. Conejos together with the embassy officials is set to visit Ranario and Vecina at the Kuwait Central Prison and also follow up the status of cases of OFWs who are serving their time in jail. He cited that during his visit, he would also look into the working conditions of the more than 100,000 OFWs in the country.

New rules have come into effect in Hong Kong aimed at restricting the number of pregnant women from mainland China who come to Hong Kong to give birth.
Many in Hong Kong have welcomed the news, hoping that it will ease the pressure on health care services. Here, Hong Kong residents give their views on the effects the new rules will have.

Wilson Chong: It's a quick fix that won't solve the problem
I first heard about this problem a year ago when I saw a TV report from a maternity ward.

It showed a woman not being able to check into hospital to give birth, as there weren't enough spaces.

So she was put on a waiting list, although the baby had already started to arrive. That was because apparently the ward was full of women from mainland China.

The high number of women giving birth has put a strain on the health care system and the quality of the service has dropped. You hear about women not being checked regularly, which means that when a problem develops it won't be caught at an early stage.

So I understand why people in Hong Kong are not happy with the situation. I have friends, a young couple, who were so put off by the mess at maternity wards and the lack of security that there will be a bed available, that they've decided not to have a baby for the time being.

The problem is not simple. Lots of Hong Kong men marry women from mainland China and such couples will be badly affected by the new measures. If a Hong Kong man marries a British woman, for example, she will get a residency permit.

But women from mainland China do not get such permits. So although the father is a Hong Kong resident, if the mother is from mainland China, restrictions would apply.

I think what the government is doing is a quick fix. It doesn't solve the problem in the long term. If there is a demand for such services from mainland China, let them come. But first build more hospitals, train more doctors. And if women from mainland China pay their fees, I don't think anyone here would object.

What these restrictions will achieve is that they will divert attention from the need to invest more in health care at a time when the government wants to focus on the economy. It will also polarise society.

Huge Oscar statuettes are protected from the rain during preparations
Millions of film fans around the world are eagerly awaiting the 79th Academy Awards in Los Angeles.
The Oscars ceremony takes place at the Kodak Theatre in Hollywood on Sunday at 1700 local time (0100 GMT on Monday).

British hopeful Dame Helen Mirren is hotly tipped to win the coveted best actress award for her role as Elizabeth II in Stephen Frears' film The Queen.

Forest Whitaker is favourite to win best actor, with The Departed leading the pack for best film.

Martin Scorsese is tipped to take his first best director Oscar for The Departed after five previous nominations in the category.

Preparations for the event are being finalised, with giant Oscars statuettes in place and grandstand seating erected outside the Kodak Theatre.


Mirren is one of three British contenders for best actress

US comedy star and talk show host Ellen DeGeneres will host the glittering ceremony, becoming only the second woman, after Whoopi Goldberg, to present the annual telecast single-handedly.

Other nominees in the most sought-after categories are Leonardo DiCaprio, Will Smith, Ryan Gosling and Peter O'Toole for best actor, and Penelope Cruz, Dame Judi Dench, Meryl Streep and Kate Winslet for best actress.

Dame Judi has already said she will not be attending the ceremony because she will be in hospital having surgery on her leg.

Musical drama Dreamgirls has eight nominations, including three for best song, but missed out on a nod best picture.

The films in the running are The Queen, Babel, The Departed, Letters From Iwo Jima and Little Miss Sunshine.

Former Oscar winners Nicole Kidman and Reese Witherspoon are among those presenting awards on the night, along with James Bond star Daniel Craig.

The couple began dating after the end of her marriage to Imran Khan
British actor Hugh Grant and his girlfriend Jemima Khan have split up after almost three years together.
Grant's publicist said the split was amicable and the decision to part had been taken in the last few days.

Grant, 46, and Khan, the 33-year-old daughter of Sir James Goldsmith, began dating after the end of her marriage to former Pakistani cricketer Imran Khan.

Music and Lyrics, Grant's latest film, which also stars Drew Barrymore, topped the UK box office chart this week.

The split comes days after Grant and Khan, who has two children, attended US and UK premieres of the movie.

A spokesman for the couple said: "It is an entirely amicable split but both regard it as a private matter and will not be making any further statements."

Grant, who shot to fame in romantic comedies including Four Weddings and a Funeral and Notting Hill, has never married.

He previously had a long-standing relationship with actress and model Elizabeth Hurley.
