Fair Deal???

Early this January I called Globelines and informed them that I want their broadband service terminated because the service they are giving is very unsatisfactory, lots of disconnection and when it rains, there is completely no internet connection. I was disappointed to see that I was charged this month (January) for the broadband service that I wasn't getting. Irony of this all is that they want me to pay penalty of 2000 Php for "breach of contract" that I am to have the connection for at least a year. Is that fair? They want me to continue to subscribe and pay service which I'm not getting. I strongly expressed my defiance to pay any penalty. In the first place, they are the ones who break their promise of delivering a good and satisfying service.
